After a period of familiarizing itself with the ten marinas in Toulon Harbor, Maribay Toulon Plaisance is launching the first major construction projects under its concession contract. Operating the marinas since January 1, 2024, on behalf of the Toulon Provence Méditerranée Metropolitan Area, the Portelo subsidiary?owned by Eiffage Concessions and Sodeports?manages more than 3,000 berths spread across Toulon, La Seyne-sur-Mer, and Saint-Mandrier. The concession calls for 80 M%C2euros in investments and 25 M%C2euros allocated to maintenance over a thirty-year period.
The first investments are starting to show results
The first year of operations was primarily devoted to reorganizing services, improving the reception of recreational boaters, and implementing new environmental initiatives. Achievements include the deployment of 180 fish nurseries, macro-waste collection operations, a new website, and a program of events designed to bring the ports to life.
According to Maribay, these efforts resulted in a satisfaction rate of 97% for port calls and 88% for boaters with annual contracts?a 14-point increase. All of the ports operated have also been awarded the Destination Excellence label, which complements the Port Propre Actif en Biodiversité certification.
Renovation work begins at the ports of Toulon and Saint Mandrier
The year 2026 marks the start of infrastructure investments. The first project involves the northern basin of the Port of Toulon, where two 48-meter aluminum floating pontoons are being replaced at a cost of 948,500 %C2euros. The work, which began during the summer, is scheduled to be completed in August 2026.
This fall, the port of Saint Mandrier will raise its eastern seawall by about one meter to improve protection of the harbor basin. Other projects are planned, including the renovation of restroom facilities, the installation of LED lighting, the remodeling of the port offices, and the development of new services for recreational boaters.
More than 40 million euros in construction projects at major ports
Starting in 2027, Maribay will begin the first phase of modernization for the main ports within the concession. The Port of Toulon Darse Nord will receive an investment of 8 M%C2euros between 2028 and 2030. The program calls for the construction of a wave breaker, the redevelopment of the embankments, and the modernization of port infrastructure and equipment.
The Old Docks of Toulon will be the focus of a 16 M%C2euros investment aimed at reinforcing the docks, raising their height, improving landscaping, and constructing new buildings dedicated to recreational boating.
The port of Saint Mandrier will also receive 8 M%C2euros to reinforce its docks, build a fueling station, construct a facility for recreational boaters, and develop a parking lot. In La Seyne-sur-Mer, the Old Port will be modernized, while the Port of Lazaret will receive 10 M%C2euros for improvements, including dredging, new marine structures, and the construction of a new port office.
A New Marina Planned for La Seyne-sur-Mer
The program also calls for the construction of a new marina in La Seyne-sur-Mer. This future facility, scheduled for 2028 and 2029, will offer approximately 180 berths. It will include a reception building, a parking lot, and a dry dock area of approximately 5,000 m² for boat maintenance operations.
Maribay also highlights the environmental commitments associated with this concession. The company, which identifies as a mission-driven enterprise in the port sector, states that it incorporates the preservation of water quality and biodiversity, as well as the reduction of environmental impacts, into all of its projects.
These commitments will be monitored jointly by the Toulon Provence Méditerranée Metropolitan Area, a task force, and an independent third-party organization, which will be responsible for verifying the implementation of the environmental objectives set forth in the concession agreement.
