Guide to EU Directive 2013/53/EU

On 18 January 2017, the new European directive 2013/53/EU will be the only one in force. FIN is proposing a new version of its guide to the application of the Directive. A useful tool for all those involved in boating.

End of the transition period

On 18 January 2017 the transition period during which the old Directive 2003/44/EC and the new European Directive 2013/53/EU on recreational craft, personal watercraft, engines and components and equipment cohabited ends. It will then be mandatory for all products placed on the market on that date to comply with the new European text.

A guide for all actors in the sector

This guide has been developed by the European Boating Industry Federation and the International Federation ICOMIA. Published for the first time 2 years ago in several languages, including French, the federation of nautical industries (FIN) is the French partner.

The purpose of the document is to inform each of the players in the European nautical market of their obligations and responsibilities. It is aimed at shipbuilding yards, importers and distributors alike. The guide has been specifically designed for companies that do not have dedicated product compliance personnel.

The document is available in two versions:

  • A simplified version recalling the essential elements of Directive 2013/53/EU,
  • A detailed version organised along different reading lines: the new European legislative framework, the main changes to essential requirements, conformity assessment procedures, strengthening market surveillance, etc.

A practical tool

In order to help boating professionals in their certification process, the guide gathers practical documents such as the model EU declaration of conformity (DEC) or the contacts of the competent national authorities in Europe and Switzerland and accredited notified bodies.

A comparative table of the evolution of the requirements and the list of the corresponding harmonised standards will be of great help for shipyards that need to re-certify existing models according to the new directive.
